No – there are no jurisdictions that we know of that require an SEO agency to have a license specifically for SEO. Anyone anywhere can claim to be an SEO Expert and set up an SEO Agency. Unless you’re in an area that requires any private business to have a license, which is a separate matter. This is mainly because Google is a closed system and the criteria would have to be invented and because Google can change how it works without having to notify any authority (as it’s a private company and no regulations exist) – such a license would be meaningless and difficult to have standing.
